You have pictures of your set up? Is there poolcrete under the vinyl liner? Are you close to rivers/ponds? Ground water can definitely float a liner or if you do not have good drainage in the area around your pool it will float it. You said you’ve been down this road before so to get the wrinkles out you can pump the pool down and suck it back down with a qvac. I mean it could be a million different things. Some pictures and I could help you try and diagnose what the problem is.

Also if you have a plumbing leak you can pressure test those pretty easily. You don’t have to buy a kit you can make the plugs and fittings with a gauge easily and cheaper than the 500 for someone to come look at it. You could tell if it was dropping pressure although it if it’s just a slow leak it would be more difficult to tell.
