Not only that, if you were making biological weapons, it would likely be at a BSL-4 facility. There isn't one in Ukraine to my knowledge. But there is one in Minsk, which is kind of surprising.

Doesn’t mean the research at these couldn’t be used as a bio weapon or released through negligent humans that causes say… a global pandemic?
