Seemed like it at first. Lined up from the "cooling" tower which is always set around 96F.

Water probably wasn't hot at all. I had borderline 2nd/3rd degree burn to 75% of my body in 2017.

When they gave me my first bath, the water felt like it was boiling, it wasn't, it was just my body

No, it certainly wasn't, but take it from someone who's suffered some nasty steam burns in my lifetime and almost ANY water warmer than moderately warm is going to hurt since nerve endings that have been traumatized are involved.
