So the alleged crime is aggravated harassment.
So the contents of the pamphlet probably matter. If you drop off something saying all Jews and black should be round up and shot at a synagogue it probably crosses a line out of free speach.

I mean, if BLM or ANIFA “annoyed“ someone...
arrest them all?
Whoever wrote that would have put Gandhi in jail on the regular.
