There were plenty seats available in the "Sold-Out" Super Dome show in 2018 with Chris Stapleton, Little Big Town, Kacey Musgraves, and Midland opening for him.
Was maybe 50,000 fans there.

Saw him in February in Vegas. Great musician, but I don't think it was a sellout in a smaller arena. It's a pretty low energy show.
