He's going to ATL and he's hoping that his delay in announcing the decision will accomplish 2 things: 1) Jameis Winston signs with another team; 2) ATL finds a team that will take Matt Ryan for a good price.
That's my IMHO. I'm with the other guy who suggested this scenario first.

He could just say Atlanta is his team and they are waiting on Ryan to be traded.
