I know it sounds silly but I think some people in here are missing some critical details. They're not suggesting there's some infinite energy to be harvested, this is basically an alternative to damming a river.
Descending with a load generates more power than ascending without a load. There are electric mining trucks in operation that never need to stop to recharge because they drive up a mountain empty and come back down with a full load.

Let me make this clear - I think this is a silly idea.
But you’re missing the entire point of how hydroelectric power works. The truck isn’t carrying water when it goes back up the hill. The net energy production comes from the potential energy of the water, not the truck.
It would be like if someone told you “flowing water is going to turn a water wheel 180 degrees” and you said “how is it going to turn the other 180 degrees??”
