From everything I’ve seen, the U.S. wanted to try to get him out, but he said,”we are all alone here. I need ammunition not a ride”.

I just think it sounds a little too formatted for catch phrase/slogan.
My best guess would be an a less artful response of more or less the same thing that via interpreter and media became a t-shirt worthy slogan
