It's a huge undertaking to widen an elevated freeway through a populated urban area with very limited space that requires at least some expropriation of poorly maintained (but potentially historic) homes in minority neighborhoods. It will probably be the the last project of its kind in Louisiana. It's probably going to eventually be easier politically just to knock down neighborhoods in the suburbs and build a loop.
