The Saudis have probably paid Phil an absolute fortune to stump for them. Probably way, way more than any US sponsor will pay.
Cancel him or not, he can go play at some Saudi event 5x a year for life and get paid 8-figures.
It's exactly what Vince McMahon has been doing for years with WWE. They want world class events in their country and money is unlimited, so Western companies and athletes are going to keep going.
It's no different that what all these other athletes and leagues (specifically the NBA) do with China..
But honestly, in the grand scheme of things, Saudi Arabia, to me, is the less evil of the two... and that's quite remarkable.

The proposal was to have most of their events in the US, not over there
