No, but it is in other foreign cities. There isn't a building untouched by graffiti in Athens, Greece save for the ancient stuff that are tourist attractions.

Graffiti in Europe (other than Vienna) is so much worse than anywhere in the US. Especially bad in Italy

The Graffiti is bad but the trash is outrageous. I drove into the city yesterday via the Earhardt Expressway and the second I arrived into Orleans Parish it looked like a garbage dump with all of the trash strewn about everywhere. Take some pride in your city Orleans Parish residents.

Its the Broken Windows theory, but with paint. Once graffiti appears - and nothing is immediately done about it - then more graffiti will appear and spread.
