You have no idea a tornado is one hour away. None at all.
You have 30 min tops for a reasonable prediction and at that point you don't want people traversing across a large warehouse and getting in a car going somewhere.
You need to shelter in place. Sometimes despite best efforts, toe storm overpowers the shelter.
Maybe this area needs stronger shelters... but that will apply to everyone.

Let me clarify. Not 1 hour before a tornado but 1 hour before a possible cell that could contain a tornado. They knew the high level of chances for tornadoes ahead of time. So hey these storms are about 1 hour away and have a high chance of having a tornado so find shelter.
