I guess it’s possible he wasn’t the original target. Contractual, etc., could be any number of things.

one very plausible reason for the delay...Elko was target #1. When he got the Duke job, time to move to 1A or whatever the list may have looked like.

When you interview and vet candidates it takes a minute. The old regime was more on hunches, intuition and buddies.
