What's the consensus on Fedora? offensive style? Strengths and weaknesses?

He runs a pretty successful spread offense. He's turned around two down programs in Southern Miss and UNC.

He has been questionable as a recruiter

Not so fast.

Fedora took over a USM program that was an autopilot under Jeff Bower because of a USM AD with illusions of grandeur. Fedora then took over a re-energized UNC fresh off the firing of its coach for academic misconduct.

While Fedora can be credited with sustaining and possibly upgrading those two programs, let's
not act like he resurrected them from a pile of ashes.

From wiki: "He was formally introduced as UNC's 34th full-time head coach on December 9.[10]He promised to implement an aggressive, attacking philosophy on both sides of the ball, with the same wide-open spread offense he implemented at Southern Miss and a blitz-heavy defense. He summed up his philosophy with a quote from George S. Patton—"Instead of waiting to see what might develop, attack constantly, vigorously and viciously. Never let up, never stop, always attack." He vowed that Tar Heel football would be known for "playing smart, playing fast, and playing physical."

Over the last 4 years, he has UNC ranked 31 in recruiting, comparable to programs like Baylor, Mich St, Ariz St, A Ok St, Missou and West Va. His defense was an issue early on in his tenure at Carolina, but has come into its own since Fedora hired Chizik. He graduates his players at an impressively high rate and has extensive contacts in the Texas, his home state (born in College Station).

I swear it's like one person just makes something up and the rest of the board just runs with it as gospel

This isn't true at all. He has recruited very well and won a conference championship with a team full of his own players at USM and won a division championship with his own players at unc.
