Is it considered tampering to contact someone associated with the player and not directly contacting the player (in this case contacting a family member)? It's obviously tampering either way, but I'm asking because I'm not sure what the rules say about this and if this is a loophole that coaches...

There's only one way to fix them and that is money. Maybe if the bowl sponsors signed an nil deal with all participating players then that would entice more to play. It likely wouldn't be enough money for top NFL draft picks to take that chance though so there's not much anyone can do about it....
