A lot of WW2 munitions were duds. It's not that uncommon over the years to find unexploded munitions at construction sites in Europe and Japan.
We had a hell of a time developing torpedoes that would explode on contact....

My moms oldest brother went ashore on Omaha Beach D + 2 hours.
He was wounded in both legs coming out of the surf. Said a medic and another soldier dragged him behind a dragon's tooth and stopped the bleeding and gave him morphine.
He finally got back to England and recover in time to be assigned ...

It's not only the current job losses but, I doubt you see very many restaurants opening new locations in Ca. to offset these job losses....
