Obama is pretty high up there on charismatic Presidents and Speakers. I remember watching him on Oprah in 2003, and I thought at the time that he was going to eventually be President.

In my lifetime, I’d say Reagan and then Clinton, Obama have been the most gifted, natural public speakers.

Obama was a trained public speaker
Reagan being an actor also was a great speaker
Clinton was not half bad
John Kennedy was excellent; excellent command
Nixon was very polished when delivering a speech
W was not a good public speaker
Trump came from a different world, so his public speaking skills were not honed.His biggest problem is that he tends to repeat some of his points as his brain catches up to his mouth. That's nothing more than a person who is not experienced giving a prepared speech
Biden is horrible as President. As a Senator in the 80s and 90s he was not half bad ....not great. I heard a speech he gave in the mid 70s and as a speaker he was not bad at all. Forceful and direct, good command.

Because of his charisma Obama had the ability to get his crowd to wholly buy into whatever he was selling. But more importantly than that he was able to convince large swaths of the country to agree with him when the policies he was telling them about were going to be detrimental to them if they were listening with their head and not their heart. That's a good speaker / salesman no matter how much I disagreed with the guy.

I forgot about Jerry Ford. He had been minority leader for years in the House so he was very comfortable in speaking and being able speak unprepared.....same with Kennedy, he was incredibly smart and also had spent about 10 years in Congress giving speeches.
The more you do it, the better you tend to become whether prepared or extemporaneous.

Nah, dude sucks at public speaking. His staccato pace annoys the frick out of me as does his finger wagging professorial approach.
Also, he was really bad off the cuff.

His style would seem a bit dramatic by today's standards but they were speaking before huge crowds with no video screen.
He was also famous for being heard by people in the back row of outdoor stadiums when microphones did not exist.
There is one recording of him speaking but he was very old and feeble by then.
Reagan was the best in modern times. Obama was good with prepared speeches but he was horrible at extemporaneous responses. Reagan was great at extemp.

It is his greatest asset. The repetition provides memorization for the listener. It is one of the oldest tricks in the annals of communication.
