What is gender affirming care?

Liberals like to complain about what they describe as bans on “gender affirming care” for minors.
But I can never figure out what “gender affirming care” is supposed to mean.
By using the term “gender affirming care”, they’re almost implying that states are making it illegal for therapists to give advice to kids who think they’re transgender or something.
But as far as I can tell, states are just outlawing minors getting sex change operations.
