He's also about to sign legislation that will allow homeowner's insurance companies to cancel policies willy nilly and increase premiums on a whim.

Go talk to a single parent working 2 minimum wage jobs to raise 2 children in public housing. During the summer, they might live on ramen noodles and ham hock that lasts all week. Seen anybody counting pennies and nickels to pay at the register?

This isn't binary. Go start another thread about the insurance, rather than deflecting. Defend this decision on it's merits if you support it.

Are you insinuating in your fake scenario that this made up family is not also on multiple other forms of government assistance?
The family in your scenario can easily qualify for $500 per month cash and $800 per month in food stamps, on top of Section 8 housing, utility assistance, cell phone assistance, free healthcare.

It sounds like the legislature really cut his legs off on this one. He turned down the money on the grounds that LA couldn't afford $3M in added administrative costs but when the legislature allocated his $3M he didn't have a backup plan ready to go.

You are correct in this. The “dirty little secrets” on EBT are that it drives sales at not only grocery stores, but convenience stores, dollar generals etc. because people are having to spend cash on groceries, they have money to go to McDonald’s, get a new cell phone, etc.
In addition, Citibank and others make a killing off of managing EBT cards
