He might be. All we know is that DeSantis faces zero resistance. The legislature on the state level is fully on board with the conservative agenda.
He is not has never faced a legislature that is not only against him, but is trying to block him and impeach him.

Covid had nothing to do with climate change being an influence in bills signed by Trump.
Did you forget what the topic was about or do you suffer from tiktok brain?
Trump fought tooth and nail against a hostile congress to bypass "muh climate change" legislation.
You know it's true, which is why you had to talk about covid instead of addressing the actual subject of this thread.
Why did you do that? This is the only question you need to answer.
DeSantis faces no real legislative resistance on anything. What would he do if he faces a majority resistance to his policies as president?

He quit the race to the presidency. So when the OP sarcastically says "Thank gawd we avoided this kind of action at the national level. Phew! Close call." just know that "we" didn't do anything; DeSantis CHOSE to quit like a bitch.

Why are they fully on board? The GOP has controlled both houses for over 2 decades, yet somehow he's more effective by a noticeable margin than previous governors. Why hasn't Florida been like this for 20 years if GOP control is all that matters?
Trump started with GOP control, ended with Dem control. Couldn't build a consensus with either unless it came to spending out the arse. Congress owns some of that but Trump does as well, because he pisses people off and they don't want to work with him.
