Fix incarceration rates by promoting marriage with all races. Black marriage rates are atrocious, but White and Hispanic marriage rates have fallen as well. 2 income households, with a loving family, has been proven in every study to be the keys to having long term success for most kids and families. That’s across all cultures and races too
