Being in Philly, did the officer have to get to authorization before he could shoot the dogs? Seemed like the vehicle was right there and he was taking his time.

He took a huge risk shooting the dog right by the man. He has to absolutely make sure he won't hit the man. The man would rather get bit for 15 seconds more compared to him hastily shooting and accidentally killing him. He had to take time and be sure he was accurate.

Hell yes. Got it done! Good work officer. Your job is to protect the citizens. Those animals are animals and their life isn’t equal to a human.

Now go off and finish the injured ones. Don’t need them suffering.

I'd have shot the dog as well if I were in the cop's position. Not saying it shouldn't have been done or he should have tried other methods. Just don't like seeing animals suffer. Cop put a good shot on it and minimized any suffering. Dogs just die terrible. Not sad but I don't care to watch it or get any joy from watching it.
