What kind of setup for this fountain?

Previous homeowners left this fountain. Only fountain I’ve had is one with a large bowl and submersible pump.
I can try to get a better pic of the bottom of the fountain if needed.

Thats just the top overflow part.
It sits in a large pot/tank/vessell on the ground. Thats the holding tank for the water.
Its junk, toss it.

100% make a bird bath. You can also had a cheap solar powered fountain feature and attach it to the bowl if you want to do that without having to run power.
