I don't know who "they" are. I have some suspicions.

I don't know what actions to take exactly. And my actions comment was conditional on a pandemic event with a 50% kill rate. So one can argue that it will be too late for action at all at that point.

As for action right now... trying to stop gain of function research would seem logical.

But if there is a "conspiracy", the best I can do is site organizations that advocate for depopulization, e.g. The Club of Rome. I can wag a finger at the CIA. But I can't prove anything.

In my mind there is tons of circumstantial evidence out there that something is pending.

Let me make a couple of points. There are bird flu vaccines. One is the old school kind and the other is the experimental rna kind. In time, everyone could be vaccinated. It could take over a year.

Then you have vaccine hesitancy. I.personally would never take the covid shot. But I would, if faced with a 50% fatality rate, take the old school attenuated bird flu vaccine. But many will refuse all vaccines. And those who would refuse would tend to be on the right side of the political spectrum. So the outbreak would serve to not only reduce population, but also cull the conservatives from the heard.

As far a conspiracies go. It's just not true that conspiracies can't be kept secret.

Kennedy was killed 60 years ago. How many people were actually involved?

Where it not for Edward Snowden what would we know about the NSA? How many thousands do they employ?

Do I think it is beyond the capabilities of the CIA to obtain modified Bird Flu virus and do with it as they wish. Of course not.

Read for yourself the hatred for humanity that might trigger conspiracies to reducally cull the population.

"We must eliminate 350,000 people per day." That works out to 127,750,000 people per year, and 1.27 billion people over 10 years.
