We're already there. The world isn't overpopulated by any stretch of the imagination.
I remember in my dif-eq class a long time ago we derived the Malthusian model for population growth. I believe it still stands. With the current birth and growth rate and resources we will reach a maximum global population of 12.5 billion around 2060. At 12.5 billion we will level off.
The problem with leveling off, socialist and communists monetary schemes like Social Security don't work.
