I believe he is implying that the city IS Vancouver, but that Vancouver was not constructed in the timeframe the historical record claims it was.
Liberator subscribes to Tartarianism, a conspiracy theory that questions the historical narrative with respect to how cities were built, when, and by whom. There are many different explanations proffered by such types like an erased “Russian” Rome called Tartaria which once controlled Asia and the Americas to a futuristic Christian society destroyed by a Satanic elite, to a cataclysmic Great Flood burying a prior civilization the ruins of which were dug up and occupied by modern man in the 19th century.
