Because the vast majority of those ungrateful fricks don't appreciate the largesse they have and continue to wail and complain they are poor and downtrodden.
They'd be upper middle class in most of the other countries on this planet and fricking royalty in the 3rd World.

Because poverty is relative. We don't really have poor people, outside of the mentally ill and drug addicts.
