You believe that. The drug charges are secondary to other violent charges. So Armed Robbery and possession of ______ for example.
Or, there is a plea deal reached where the defendant will plead guilty to the lesser charge while the other charges are dropped. Then there are thousands who reached a deal for violent charges that get "time served" and violate probation repeatedly including popping positive for drugs who get their probation revoked.

Now I'm certain you'll cite some hack advocacy group that puts out bs information.
