And on the flip side, how are things handled on the front end to try and keep these individuals from doing stupid shite to end up jailed to begin with?
The general policy pushed is to not have a “disparate impact” on certain groups, therefore teaching them that there won’t be a punishment for unacceptable behavior.
It is a lot fricking harder to break bad habits down the road than it is to prevent them on the front end.

These issues unfortunately start at home with parenting. A large body of research has established that ACES lead to poor healthy outcomes over the course of someone's entire life, and increased mental health deficiencies.
We respond by cutting daycare subsidies in this state.
