This legislation was too reactionary to the 2018 CJ reform, which was probably too reactionary. These budget/cost issues are going to force a return to more normalcy down the road. Louisiana cannot afford the new criminal justice laws that went into effect this year.

I was floored at the dramatic increase in the per diem for state inmates. A positive is that it removes the incentive for state facilities to lease their cells to ICE because ICE’s daily reimbursement rate no longer trumps the state’s.

Poor local jails only got a $1.39 increase while the rate for state facilities almost doubled.

Sad that a state with high crime can’t affford to punish criminals properly.
