That's kind of the impression I get from a handful of the old rust belt big cities - Detroit, Cleveland, Pittsburgh, Milwaukee. Industry left in the 70's, 80's, and 90's and they went through some hard times. But people have started moving back to the city centers and they've revitalized themselves.

I went there, downtown & Akron only, for a long weekend in the April 2-3 years ago. It was better than I thought as it it was clean and surprisingly uninhabited except for when the Cavs and Indians were playing that weekend. However, it has to get brutally cold there in the winter being on the lake as the wind was whipping pretty good at times.

My take. Great place to visit in the spring/summer, not sure I could live there over the winter.
