Do people actually use it? What for? I don't really understand what it does.

It was supposed to be the Facebook killer but flopped. Now it's really just a way for Google to connect all of your various devices and accounts.

Google saw Facebook as a threat and came out with a competing product. It failed because it was too little too late. Having a slightly better platform doesn't matter when the reason people are on Facebook is the audience, not the tools.

Google's problem is that they aren't the 800 pound Gorilla every one thinks they are, they're a 400 pound Gorilla and his rotating posse of 10 40 pound gorillas that can never get on the same page and are replaced as soon as they inevitably fail to become an instant hit.

It was an elaborate ploy so Google could gather all of your info

Pretty much what everyone is saying so far... to compete with Facebook. Since it didn't quite turn out that way, it's become more of a technical hub for geeks and developers instead of a place for unless stuff like people posting their food, pets, kids, where they checked in, etc.

YouTube comments.

There's also a lot of good communities.

Celebs and other people still host Hangouts with fans and stuff as well.

Wasn't it Google Wave before it was Google+, which was also a forerunner to + as a means of competing with FB/Social Media?

So it actually ended up being useful and worth a shite on accident.

Google Wave wasn't the precursor to Google+ but it was similar. It was a real time messaging platform. You could collaborate with others, etc.

Google+ was an entire social network a la facebook, they were just too little, too late like some people have already posted here.

facebook took what myspace started and made it easy enough for your grandma to join and use, so she did and the rest is history.
