Solution for storing all of my pics as permanently as possible

I'm sure this commonly known by most people, but I'm old and not so tech savvy.
I'd like to (as permanently as possible) save all my pics from my computer (and maybe try to retrieve from an older laptop).
Is the best place to put them on a portable hard drive?
Any other tips on purchasing whatever I need, or how to do it?
ETA: Using a Mac, and most of my photos are in iPhoto if it matters. My iPhoto appears to be 31 GB

Does iPhoto backup to iCloud? If so, that's a pretty fool proof way of storing photos

Yes, I think it does, and I certainly have that option and will do that.
I guess I just don't like trusting Apple to hold onto my goodies, and be able to dictate how much they charge me to do so, but thanks for adding that tip. I will do that.

Google photos is free and essentially the same thing. It wouldn't be the worst thing to have an external back up drive too.

Amazon S3, cheap and rock solid. No charge to get anything in, but they charge to move stuff out. Not sure if you're dealing with the amount of data that those charges would matter or not though.
You could also move to Glacier once you've uploaded for even cheaper storage. The SLA for access to them is not right now, more like 4 hours or so.
The only downside is you can't browse thumbnails like some others that were mentioned.

If you have an Amazon Prime account, you can use Amazon photos to store as many as you want and up to 5 gigs of video. Their printing service is excellent and affordable as well. You can set up albums and view them through your Firestick as well. I made a hilarious family album this Christmas and used it as the screen saver. My family got a big kick out of it.
I also back up photos and files to an external hard drive. It adds mobility and extra protection along with being able to delete all those memory hogging items from my main system.

I'd use as many free cloud backup programs and use some sort of SSD external drive that are compressed.
We use Google photos and Amazon photos.
