Outlook 2019: Adjusting PDF Viewer

Trying to adjust the pdf viewer in outlook 2019 to Adobe. I have Adobe set as the viewer for all saved documents but when previewing and opening pdf attachments in outlook it still goes through the default viewer, I believe it's Microsoft edge.

If it's Windows 10 latest version,
Start->Settings Gear Icon->Apps->Default Apps->Choose default apps by file type. Scroll to PDF and set Adobe as the viewer.

I have it set for adobe and it's working but not in outlook. For some reason outlook isn't picking up on the change. Any ides?
