iCloud Desktop & Downloads sync...anyway to unlink without removing folders from the HD?

Subject says it all. Have recently run out of icloud room (200gb) and decided I dont need my Downloads folder or EVERYTHING on my desktop synced to icloud. Turned those options off, and literally everything was removed from my HD.
Had to re-download everything from icloud, which was no issue (time consuming yes), but this just seems like a desperate reach to force people to upgrade their storage, am i right???
I have started doing a lot of photography and have a folder on my desktop that is good sized from movies and pics, so ran out of room rather quickly. Just dont want to pay $10/month for cloud storage when my HD is perfectly capable.
Better solutions?

Remove the folder from the desktop and put it somewhere accessible in finder (not documents)
