Do pretty much all android phones chargers plug into USB ports

like Iphone?
Trying to get my brother a portable recharging battery for his android phone, but not exactly sure what type of phone he has. I know the iphones will all via USB port, but didn't want to buy something for him that wasn't actually usable?

Can they? Yes. But it all depends on what type of cable was included from the manufacturer and what kind of USB outlet the portable battery has.
For example, my phone came with a USB Type C to USB Type C cable. There is no way I can use that cable to plug my phone into most portable batteries with Type A outlet. I would need to buy another cable.

Pretty much.
Most of the new Android phones use USB-C on the phone side.
You can get USB-A (common style USB) to USB-C cables although USB-C to USB-C typically charges faster

Whenever I try to use one of those batteries to recharge my phone, it takes an hour to get maybe 5%. My wife's iPhone charges fast with it. I have an LG V20

Most of the newer battery packs have a usb-c port. Just make sure you buy one that has both USB-A and Usb-c.
