I get what you’re saying, the Brandenburg test in 1969 of imminent threat of lawlessness supplanted the previous standard of yelling fire in a theater.
However, try doing it and causing a stampede that causes injuries and see what happens.
Second, try calling your local school tomorrow and telling the secretary that there’s a bomb in the library, and see what happens.
