Would the Board support Military Trials for these Indicted Russians?

Why in the hell would they ever come back for a trial? Do people actually think Putin will extradite them?

Would you support OUR American service personnel involved in cyber warfare to be arrested, indicted, tried and imprisoned all over the planet for performing their assigned duties?

Is it an issue of coming back? How exactly do we claim jurisdiction over an alleged crime allegedly committed by a foreign national on foreign soil? The internet makes this a major concern moving forward but what agreements are in place currently that call on Russia to recognize US jurisdiction in this area? Would we recognize Russian jurisdiction over American hacktivists or pranksters who have never set foot on Russian soil?
