Ridiculous that this hasn’t been a requirement. The first requirement to receive any taxpayer welfare assistance should be that you are a citizen.

It really is mind blowing that this has been allowed to continue. I get the fact that if someone is bleeding out in the emergency room you don't check their immigration status but to hound out free shite? Unbelievable.
