The PREP Act was designed specifically to encourage rapid production of vaccines to protect American citizens in case of a potential public health threat. This was passed in 2005 at the urging of GWB with the idea of being able to fast-track countermeasures in the case of chemical, biological, radiological and nuclear agents of terrorism with epidemics and pandemics as lesser considerations.

With COVID, pharmas were pressured (begged, actually) to hurry and develop something. The FDA went so far as to enact PREPA to speed the process along.

The problem is that we're already into MILLIONS of injections from concoctions which didn't even exist two years ago. Such a low initial testing phase (animal testing and Phase I trials each usually take a year apiece, for example, yet in just under 1.5 years we're already at Phase IV level of release) means a higher possibility of something like thalidomide could occur.
