It’s amazing that the problems that plague the Africans seem to follow them wherever they go. Jamaica, Haiti, and even in more developed countries such as the United States. However in these more developed countries the excuse that is given is that the blacks are oppressed or that they are subjected to racism that keeps them from reaching their full potential. There are a multitude of excuses, but none of them place blame on the blacks themselves. Weird right?

If you actually want to understand this, I recommend reading Jared Diamond's Pulitzer Prize winner Guns, Germs, and Steel. It's a complicated historical question and you're not going to find a short explaination.
That being said, I doubt you really want answers-- this is so plainly a race-baiting thread. Kind of ironic considering the board consensus tends towards accusing progressives of racializing everything.

No, you can still find a short explanation:
Eurasian agrarian societies out-competed traditional hunter-gatherer societies in Africa, North America, South America, etc.

Because an agrarian society can support a larger population, leading to specialization and technological advancement.
We were once all hunter-gatherers. Eurasians evolved. The rest of the world didn't. They were then conquered by the more evolved society.
Nothing different than what has been happening for hundreds of millions of years on this planet.
ETA: The exception to this would be the central american civilizations like the Aztec, Maya, and Inca to the south. They were well on their way in terms of advancement, but European diseases kicked them square in the balls.

It's all explained in Sun People, Ice People by Leonard Jeffries. Africans had lots of food (plants growing wild and animals). It never got scarce in winter. So, they had no motivation to innovate. They were peaceful and happy and had no need to conquer anybody .
White people faced hardship in winter. So to survive they learned to plan and scheme and invade people to rob them of their stuff.

Every time I answer you're just going to get more and more granular.
