Someone please help me out here.
Is it the state's duty to force a county to remedy its own problems?
What happens when another county disenfranchises the other?

First question should be to see whether or not it's even true. Who exactly threatened to arrest someone if they didn't vote to certify?

Arrested or sued?
A county certifying the results of the election in their county is a ministerial act.

Think of something like a Notary Public notarizing a document or a Clerk of Court entering a court order.
