He's a vindictive cuck that is likely implicated when it comes to Ukraine, but his explanation actually made some sense.
He thought Trump abused his power (Article 1), but was also within the limits of the Executive Branch to take judicial avenues to fight House subpoenas (Article 2).
I disagree with his stance on Article 1, carrot & stick approach is used by every POTUS in foreign policy.
