Why are Florida and Arizona governors getting lower ratings for covid than Andrew cuomo?

Polls out of Arizona and flarda show that the 2 governors there are bleeding support over covid. Approvals on this issue are in the 30s.
Yet cuomo ratings in the 60s among NYers
Either nyers have lower standards for leaders, or az/flarda voters are thinking “we had it under control then it blew out of control, when it didn’t need to”

A Marist poll had Cuomo with a overall 60% approval with a 65% approval in handingly covid. This is even after the nursing home debacle.
Desantis and Ducey got thrown in the fire by the media and thus you see there approvals.

Easy - 2 swing states with relatively split populations both with republican governors. The other is a Democrat governor in a heavy dem state.
