She’s a former FBI supervising agent who investigated national security threats.
After about 15 years on the job, she was accused of time card fraud, sending an inappropriate email over her work computer, and several other things.

Flynn apparently worked with her when she was on a number of these cases and has supported her, which pissed off the FBI brass.
