"White men are not intellectually sharp"

Why have I heard this line or narrative for a long time in the mainstream media, academic, business, sport and technology?
In sports, they say that white basketball point guards and white football quarterbacks and white baseball players and white Republican presidents, from the late 1960s on from Nixon, Reagan, Bush I, Bush II, and Trump are not intellectually sharp.
Why does this narrative fly?

What?
They'll say Republicans aren't sharp, and sure commercials make white guys out to be dumb because they can't use anyone else for fear of offending the public, but in general I'm not seeing this narrative

To be fair the Romans ruled the Mediterranean plus Western Europe and England for about 500 years. Past that the white man doesnt have too much sway over the "world".
Their sway didnt reach Asia until the 1700s or so, and South American around the same time, amd the Race for Africa was mid 1800s.
Eta: if you had said "the white man has ruled the world for the last 200 years" I would agree more.
