When Republicans get control of the house, can they impeach Obama and Bill Clinton?

If former presidents are fair game now, can we impeach any of the past presidents?
We could make Obama the first 5 time impeached president, and it wouldn’t even take a week.

I'm suspicious of voting machines and mail inballots. But in the unlikely event that R's retake congress in 2022 I'd prefer they focus on passing good legislation and keeping Kommie Lah from ruining the country rather than vindictive actions like impeaching former presidents that don't help citizens put bread on the table.
Since free speech is apparently passe in this country I'd love to see doxxing become illegal. No one should lose his job or fear for his life because he tweeted something stupid twenty years ago.

Neither is a sitting president. Neither is Trump. Doubt it would past muster of a Supreme Court challenge.
