There is a law, passed in 1995, that says anyone accusing a congressman of sexual harassment must agree to go through counseling and mediation before filing a lawsuit.
And if the accuser wins a settlement, the congressman doesn't pay the award. You and I as taxpayers pay the damages to the victim.
