What we are really fighting over in LA Budget

The state budget has ballooned to around 30 billion. But almost 27 billion of that is protected spending and federal spending.

So you basically need to cut 25% of the 3.3 billion that the legislature actually controls.

You got about another 4 billion in statutory dedications. These could be unlocked to spread out the pain. But this takes political guts - the like I haven't seen in significant supply - to take money (much of which is fee income) and apply it to a part of the budget that is not related to the activity that supplied the fee.

The rest of the 22-23 billion is federal money and constitutional dedications.

Keep this in mind when people spout off about the growth of our budget. The vast majority of that growth is federal money and dedicated money.

Close a few 4 year institutions, send some arts and humanities degrees on-line and tell the remaining colleges to work with fewer administrators and BS departments such as department of diversity, engagement, etc.

Higher education could take a massive cut sand still be fine.

Today over $4.5 billion in pension payments to government class retirees in Louisiana who have retired from municipal government or state government goes untaxed. On top of that we do not tax federal government retirement pension income either.

Apply whatever effective tax rate you think applies to that income and you will that a simple correction of the income tax would raise millions.

We will pay cash money in film subsidies of over $150 million this year.

Neither of these two things are fair or right. Combined their elimination would easily contribute $250-$300 million without adding any burden to the everyday taxpaying Louisiana citizens. Couple this with cuts in TOPS and medicaid reimbursements and the budget is balanced.

By keeping these things in place the leges and the Governor are putting special interest and the government class ahead of the rest of us.

Agreed, but most of that federal money requires a state match. So while you are correct in that most of the growth is federal money , it does require a 1/9; 1/4 or 1/3 type of match to be able to draw down the federal money. When you expand a program , you lock yourself into putting up the state funds to drawn the money down and then finance the future administration of the program (which generally has little to no match). So you have to downsize the scope of the programs , how they are administered or raise state funds to pay for future administration of them. Many in the legislature (and public) don’t quite understand that federal money isn’t “free”.

Until the citizens of Louisiana educate themselves on state issues and actually vote responsibly, nothing will ever change.

The retards we sent to Baton Rouge don’t have the mental capacity to enact anything meaningful, much less fix the budget or rewrite the constitution to eliminate the budget constraints.

Yes, if it's targeted like you suggested. If it's just another 15% off the top... it's going to be bad.

Get corporations to start paying a fair share of income tax and get rid of a shut load of those industry tax credits that we are giving away but never get anything back for. PACs are keeping that from happening.
