If you go to the emergency with symptoms that seem like COVID, they designate that a "COVID Like Illness" or CLI. They typical measure is to look at the percentage of CLI compared to all emergency room visits.

This gives us an "early warning system" for COVID (and the Flu). No, it is not the same as the number of people who test positive, but it is correlated with it and can give you a few days notice before tests are taken, analyzed and reported.

It's not perfect, but it is the best leading indicator that there is so far. In fact, I am not aware of any other leading indicator.
